PyPTV v0.4.0 is a significant shift

PyPTV v0.4.0 is released on Github and Pypi. 

it runs OpenPTV library 0.3.0 that has new all-in-3D tracker 

- new YAML type of parameters
- new splitter option - for the ETH Zurich 4-view splitter - user provides a single image and it's automatically processed as 4 sub-images
- new plugins - rembg (see Github for AI-driven background removal), splitter, etc. 

Need some help with the new adopters to test it and help to prepare documentation
