What steps will reproduce the problem?
1. I set only RSSI min and not RSSI max

What is the expected output? What do you see instead?
I expect that phone that has a RSSI less than the RSSI definied
doesn't get the content.

The same happen if i set only RSSI max and not RSSI min, phone that has a
RSSI greater it get the content
