few questions:
  1. Does Open Proximity work on android devices.
  2. If it does work where can I get a list of android devices that can run Open Proximity?
Thanks in advance

If you have used the preposition right, then the answer is NO, OpenProximity doesn't run in Android.

A different questions is "Does Open Proximity work WITH android devices?" then the answer is yes, it should work with most of them. But be warned that Bluetooth in Android has always been kind of broken, specially since 4.2 it's fully broken, and it's really annoying to send content to this cellphones.

Would an module like one that ampedRF offers resolve the range issue on androids.

No simply because OpenProximity DOESN'T work on Android devices, it will be able to push to Android devices, but not RUN on them.

Mhh could if you patch and build obexftp your self, still the bluetooth radio on those tablets is not good enough. And surely it comes with a version of BlueZ that's too new and non compatible.
