Missing script-state.xml

I just manually updated from 2.2 to 2.4 due tothe updater being broken and I can see from the notes that we have introduced some script co-ordination.

OPnP ran OK the first time, but now won't start up because it complains that script-state.xml (which it created) is not valid at the first line.

Can someone give me a null script-state.xml file please.  I assume there should actually be some XML in there.

Mine just has this one line:

<openpnp-script-state/>
