OK so you checked all that.
How sure are you you got the genuine camera and/or the right model?
What are the video modes you get?
What is your OS?

This all looks normal as far as I can tell.
I guess you tested this on multiple single ports? Just in case
the one you tried was already loaded by another device's
bandwidth, Nowadays many things run over these buses, including
internal stuff. Have you looked at the Windows Device Manager and
displayed "by connection"?
Otherwise, I'm out of ideas, frankly.
