New Project Submission Process- FOR REVIEW

We discussed this tool at the planning meeting- can you take a look at this one, copied from Boston, provide any feedback as comments or edits maekd in the doc itself. It should be clear enough with this doc what our process is- we may need to provide a paragraph or two for new folks online about the broader process though. Would like to get feedback on the doc and our process in the next week to implement for our April planning night.

Thanks immensely for doing this, Spike!

I think the template is excellent, but I did make a small edit.  Specifically, I added:

Support Plan
How will this project be supported, if at all?  Who will answer user questions?  Perform required system administration and management?  Support and maintain  the project?  What additional services can be provided automatically (i.e., with scripts, etc.)?
