Yes that is a good paper to read (though some of the details are
different in open Nero).

The other place to look is source/rtneat/neat.h in the trunk - the
parameters are documented there to some degree.

Thanks for pointing that out. I wondered where it was. Are there any
fundamental differences in open Nero? Or put another way, what is the
largest difference or two that you might feel worth mentioning?
