I've added a file which contains the current bugs in the system = this
is a temporary measure until I can get a proper bug tracking system
which is accessible to internal WHO users as well as everyone else

Added a link to the usecase document. This is an engineering doc that
describes various usecases that apply to OpenMRS Express.
It is currently being written and should be completed soon.
