Also worth observing that German industry is, by and large,

The contained analysis and recommendations required agreement by all three supporting scientific bodies — so this document represents a middle ground in some sense. It was also prepared before the new traffic light coalition government had formed — which is more strongly committed to a net‑zero‑carbon future and accompanying technical transformations than other electoral outcomes might have provided? For instance, the new official ambitions for PV uptake are on the upper bound of those found in published studies.
