Hello all (if interested in data semantics and data licensing)
The United Kingdom‑based Icebreaker One organization is
building an Open Energy portal (not to be confused with
the Open
Energy Platform) and have recently turned their attention to
data standards. Data standards, in this context includes
metadata standards and schemas, glossaries, and a suite of
proprietary licenses. The portal itself could be described as trusted
brokerage with its trust and accreditation model borrowed
from the banking industry. Here are some recent notes from a
newly formed advisory group on data standards:
I have pointed out to Icebreaker
on several occasions of work within this community and within the
EERAdata project. But I don't detect any real interest in
bridging with outside efforts. So I presume this will be an
entirely United Kingdom initiative. And it will be mostly aimed
at transacting data in a commercial context. For instance, some
material from the above set of notes is reproduced:
- “Data needs to be de-siloed from regulated
energy ‘monopolies’. Policy and regulation which compels
data silo owners to make available their data without cost
or undue restrictions is critical to the development of the
energy sector.
- “Challenges I see in this industry: Data quality, lack
of standards application (where they exist (e.g. CIM) and
standards in some areas. Lack of metadata capture. Open data
triage process is a good starting point but will need
adaptation and adoption in each organisation. Potential
liability if data is used for purposes that it was not
intended for. Others getting commercial gain from ‘my data’
without me being compensated.“
I have no idea what "open data
triage" is? I
would have thought looking for an embedded CC‑BY‑4.0 or CC0‑1.0
SPDX identifier would suffice.
The posting appended below
outlines a related competition for those in the United Kingdom.
Let me say quite clearly there is
a place for a trusted brokerage platform such as the one that
Icebreaker One is building. But that public interest information
that can be published should be legally unencumbered and made
freely available. That latter discussion seems largely
nonexistent in the United Kingdom as far as I can tell.
Regarding the development of data
standards, I presume the United Kingdom will end up with one set
of standards and the European Union with another. Moreover, I
presume that public interest analysis in the United Kingdom will
become increasingly private and in the European Union increasingly
public.
On a related note, can anyone point me to legal analysis on the
interoperability between the United Kingdom OGL‑UK‑3.0 and Creative
Commons CC‑BY‑4.0 licenses? Many thanks in advance.
