Max Parzen and I have drafted an open letter calling for CC‑BY‑4.0 on raw data and CC0‑1.0 on metadata and something open on any informing data standards:

Hi Robbie, Hi everyone,

GOOD NEWS.
  A big data provider moved from CC BY-NC-SA 4.0 (not qualified as open data) to CC BY 4.0 (open data) -- they will announce it once they feel ready to communicate this. Thanks to all supporters who made this possible, and especially to the 64 individuals around the world that signed the open letter. Always great to see that things can get better.
