In the supplementary material please see an (excellent) guidance note on licensing let by Robbie M as well an initial 'ToR annex' that can be cut-and-pasted into procuring research or adapted for internal work.
This has some way to go, it is far from perfect (and more is en route) but hopefully, it is a useful start.
And with community involvement, we take the agenda 'further together'.
