The European Commission held a hybrid workshop on 22 October 2024 where Commission staff suggested that the European Union 2025 aggregate reference scenario would be open licensed under a Creative Commons CC‑BY‑4.0 license. I blogged about this possibility here:
Two weeks ago I emailed the Commission for a status update and
have not received a reply as yet.
Does anyone have any useful information on progress towards open licensing and possible release?
This official reference scenario dataset could well be a topic
for the upcoming hybrid
debate on a proposed pan‑European energy data agency. That
debate is scheduled for 8 May 2025 and is being organized by the
Bruegel think tank. So it might be helpful to have some more
current information for that event.

Commission staff advice that the
Reference scenario is scheduled for early 2026. Their message is
replicated here:
No decision has been made on public licensing.
I was hoping the release process would
be a little faster.
