Having had only minimal exposure so far (my bad, I could've been a bit more forthcoming and plan more time for OpenMetrics), I think the project we're working on looks approximately like this - but please correct me if I'm off base:
1) state intentions of why we want to have OpenMetrics (interconnect systems like OpenTSDB, Influx, Prometheus, StackDriver) and exchange metrics and timeseries between these

The purpose is not an interconnect (though that'd also be possible), rather that applications/devices expose a single format that various monitoring systems could then consume. Think of it more as a replacement for SNMP based on the Prometheus format, which is already starting to become a defacto standard in this space.
 
2) decide on the data model for such an interconnect
3) decide on the wire format(s) for how to pass metrics metadata and timeseries around
4) reference implementation in two or more of these (to prove the interconnection works)
5) wrap-up of these datamodel and wire format specs, referencing the implementations in a proposal for the industry
6) sign off with 4+ parties, and publish our proposal as specification
7) each interested party implements the interfaces and interposers to connect OpenMetrics to our respective projects

The rest is about right. The existing Prometheus text format needs to be tweaked, cleaned up, some extensions made and properly specified.
