Design Document for Representing Native Histograms in the Text Format

Hello OpenMetrics,

I recently wrote a design document with some proposals for how to support native histograms in a future version of OpenMetrics (1.1 or 2.0): https://docs.google.com/document/d/1qoHf24cKMpa1QHskIjgzyf3oFhIPvacyJj8Tbe6fIrY/edit#heading=h.5sybau7waq2q. I would appreciate questions and comments from anyone interested in this work in order to decide on a format to experiment further with.

This document builds upon the proto format proposed in https://github.com/OpenObservability/OpenMetrics/pull/256.
