Then you have an error with your installation. 1303 is not the last labelid.
Also importing every time a complete XML just because of on label
makes not so much sense. You better use the *+* icon in the language
editor and export the XML when you are ready with your modifications
to have that language file available if you need to install your
custom version on another server.
It is that simple ... use the XML files as interchange format between
platforms, but the labels in the database at runtime because of
performance and easy of use.
