Release of OpenMC 0.12.0

I'm happy to announce that version 0.12.0 of OpenMC has just been released! I'd encourage you to take a look at the release notes here to learn about the improvements and fixes that have been made since our last release. A huge thanks to all the developers who contributed to the release as well as the many users who provided excellent feedback and suggestions on fixes and improvements.
