Version 0.7.0 release planning

Hi OpenMC devs,

I'd like to get a new version of OpenMC out the door as soon as reasonably possible. Our last release was half a year ago and there have been many new features added. To name a few:
- Python API
- Tally triggers
- Distribcell filters
- Hexagonal lattice support
- Significant performance improvements

My question to you all is whether there's anything else you're burning to get into this release that hasn't been pull requested yet.

I'm trying to be a little more organized on github with release planning now. I've created two milestones for 0.7.1 (end of October) and 0.8 (end of year) and also started attaching issues for them. If you have items you're working on that you are planning to pull request in that timeframe, I'd encourage you to create an issue in advance just so we can plan better, especially for things that may conflict.

I don't hear anyone chiming in on issues for 0.7.0, so I'm going to assume we are all ok moving forward with a release. All the issues that were tagged with milestone 0.7 on github have been closed out. I've created a new branch release-0.7.0 that increments the version number and adds release notes. If you have time, please check it out and give it a quick test on problems that are important to you. If no problems arise, we'll plan on a release sometime next week.

Thanks to Jon and Sterling for some last-minute bug fixes before our 0.7.0 release. I think everything is ready to go, so unless I hear otherwise, I'll plan on putting the release out sometime later today or tomorrow.
