Relative Distance/Closeness

I'm interested in how to define "close". If you're five miles from
Manhattan, for example, you are close by the city. If you are 50
miles from Manhattan you aren't close at all. If you live in New
Mexico, however, 50 miles might be 'close' if you are talking about
your distance to Albuquerque. 200 miles might be 'close' to
Fairbanks, AK.

What I'm looking for is some sort of relative quantitative measure of
what it means to be close to a population center based on that
population center's remoteness. http://www.ers.usda.gov/Briefing/Rurality/UrbanInf/
discusses an urban influence code that might be useful in identifying
a metric, though I'm not sure about that.

Any thoughts on this issue.
