CLI for openlightspeed

Hello , i need help regarding the cli commands for openlightspeed to generate a vhost which is being using for packer build , the issue iam facing is that the conf only works when generating via console and  , i have created a virtual host manually and copied to the proper location and it is still not working.

Any help would be appreciated
