As we released the kit de dados abertos 2 weeks ago, there is no content in english about it. However I published a post in  the brazilian OKFn blog this morning. So I believe translating part of that post is the easiest way to give you a short summary.

 

"Recently was released by the Brazilian government the kit de dados abertos (open data kit). The kit is a set of documents describing the process, methods and techniques for implementing an open data policy within an institution. Its goal is to demystify the logic of opening up data and sharing with public employees the best practices observed in a number of initiatives in brazilian government.

 

The kit focuses on the Plano de Dados Abertos - PDA (Open Data Plan) as a guiding instrument where commitments, agenda and policy implementation cycles in the institution are registered. Making each public agency build it's own PDA is a way to perpetuate the open data policy, making it a state policy and not just a transitory governmental action.

 

It is organized to facilitate the implementation of the main activities cycles that must be observed in an institution, and provides links and manuals to assist in these activities. Emphasis is given to the actors/roles involved in each step and their responsibilities. Is also defined a central person to monitor and maintain the PDA. The following diagram summarizes the macro steps of implementing a policy of open data in the institution:

The open data theme is part of the agenda in the Brazilian government for over three years. In the meantime, we have accumulated the following achievements: the Lei de Acesso à Informação - LAI (FOIA) , commitments in Open Government Partnership - OGP and the Infraestrutura Nacional de Dados Abertos - INDA (Open Data National Infrastructure). Nevertheless, for many public managers the open data activitiesf of an information system are exclusive responsability of the Information Technology department in the institution. This gap is also observed in most of the institutions. This is a cultural heritage of hierarchical and departmental model to perform policy.

 

The launch of the kit is the first of a series of actions prepared by the Ministry of Planning to leverage open data initiatives in federal agencies, as was defined in the brazilian commitments in the Open Government Partnership (OGP). The next step is to conduct several workshops dedicated to the major agencies in the federal government.

 

Despite it having been built aiming to expand the offer of open data by the federal executive branch agencies, we tried to make it generic enough so that it could also be reused in other instances of government.

 

About the kit development

 

It is important to note that the kit was built within the Github platform. Although the platform is known as an online and distributed environment for develop software, Github is already being used for co-creation of text documents for a long time, even by governments. The kit is still hosted there, which allows anyone to make changes in the document and propose improvements. The invitation is open, know it and collaborate."
