OL-Cesium 1.26 release

Hello,

I am pleased to announce version 1.26 of OL-Cesium, based on OpenLayers 4.0.1 and Cesium 1.32.

This version is a port to the latest stable OpenLayers and Cesium versions.

Thank you to all contributors of OpenLayers, Cesium and OL-Cesium.

This version also adds support for basic WMTS synchronization to Cesium. Thanks Fred for adding it.
