This odd page which does not let to select text for copy-paste suggests
that it creates a raster file where all the cells contain the same value.

And the user manuals are poor or missing.
Anyway...I now found a grid creating function under Tools for vector layers>Create graticule. But is not comfortable because the user have to wright down the min and max of the two directions.

Have a try with OpenJUMP plugins "PIROL Tools grid toolbox" or "GeoSTAF
Graticule Creator".

IMHO It comes handy if you want to divide by say 2 a bunch of raster files, or for 100. Or if you want to assign the same value to a bunch of points. There are other ways to do this kind of things but having a mask of a determined value is one of them.

Well, you can copy and paste your values for any other tool including Notebook. Unfortunately you can't add this values pinching a map though.
Don't know if the attached BeanTool can help
Throw it in lib.ext.Beantools folder and click
Customize>Beantools>CreateGrid
It creates a grid made of polygons with a user defined width and height.
The grid completely covers all layers of the project (would be easy to
make a variant covering one layer).
X, Y of the grid origin is a multiple of the grid width and height.
Easy way to learn how to make a beantool using a user input.
