how to decide the shortest length of streamcode ?

hi ,all
I found if I set the ratio too big,then the length of streamcode
may be less than the the shortest
length of streamcode,if so,the ratio is ignored ! so I have the
question ,How to confirm the shortest
length of streamcode,and how to make sure the biggest ratio ? thanks

Hello,

The ratio should not be ignored, even if it leads to a codestream
smaller than the shortest length possible (in this case, the shortest
codestream is provided). I fixed this in the current svn version.
