Is it possible to build open jdk 7 with the latest version of freetype or is the version dependency pre-defined by the openjdk?Thanks,

Yes, it should be possible, openjdk does not define the specific version
of freetype. Latest freetype should work fine, for windows this patch to
ftoption.h is needed -
