open-ihm installation problem on Windows 8.1

The IT team at King's are in the process of installing open-ihm on centrally managed computers. One of the team is also trying to install open-ihm  on his Windows 8.1 computer that isn't centrally managed. This is his message:

 I’ve just installed the application on my desktop PC which doesn’t have the same policies as the student PC’s.  The security permissions on the ‘Python27’ folder after installation are:

 

My PC (Windows version 6.3.9600):

Authenticated Users

SYSTEM

Administrators (local group)

Users (local group)

 

Student PC (Windows version 6.3.9600):

SYSTEM

Administrators (local group)

S-1-5-5-0-42379311 <= showing a GUID usually means the group/user wasn’t matched

 

The MySQL install on my PC unfortunately crashed so perhaps some random Windows 8.1 compatibility?



Any suggestions?

The IT team at Kings have identified an open-ihm conflict with  ArcGIS, "making that unworkable on those machines". Is anyone aware of how this conflict might be overcome?

It appears to use Python too. It ought to be possible to make the two coexist.

It looks like there is a free trial for the software which would
probably allow someone the opportunity to figure out the clash and
resolve it.

Would I be correct in assuming the ArcGIS software pre-exists on those machines?

The answer might be as simple as to not install python 2.7 as part of
the OpenIHM installation process.

Yes, the ArcGIS software is already on the machines.
