[OpenID] Eliminating OpenID proxy voting

The OpenID IPR Process Document https://openid.net/wordpress-content/uploads/2017/06/OIDF-Policy-Process-Document-Final-6-19-2017.pdf allows for proxy voting in foundation-wide elections.  This has hardly ever been utilized in practice.  Furthermore, our voting tool does not support it well.

 

Proxy voting was designed primary to enable a member to have their legal counsel vote on their behalf.

 

As part of modernizing our IPR processes, I am proposing to simplify them by eliminating this seldom-used feature.  Does anyone want to comment on this proposal?

FYI, on the board subgroup, we discussed this topic and some of us (incl. George and me) expressed that the fact that it has not been used should not be interpreted as not needed. Indeed, we may have occasions that proxy voting is needed in the future. Considering that it has not caused us problems in the past 15+ years, we do not need to eliminate it.
