abou location hirarchy and location level

hello guys i am happy to to join this group and i want to ask some questions related to location level and location hierarchy.
for exampple i ma from Ethiopia Arba Minch site and we have none sites to follow.
1. Chano chelba
2. Kolla shara
3.zigity merchie
4. Genta meyche
5.Gatse
6. Laka
7. Shelle Mella
8. Kolla Shelle
9. Zeyse Denbele
so i need you to help me with how can i create Location Level and Hierarchy
location id = site code two digit +Villagecode two digit + House Number four digit
Example 01010101 means that the site is chano chelba with village code 01 and 0101 is hose number
so please help me in figuring out this things ok. Thank You
