ok...there is a problem with on and off being mixed up arg...i'll go lock into that tomorrow....

That was it! I hooked up a button to the S_Off, and it worked wonderfully! 

The documentation doesn't make that point very clear, and it may help to make that point more clear.

Yes, I can see the voltage drop after the switch is thrown. When putting a steel plate below the magnet, and activating it, I have an audible "click", but no holding force.

So I'm seeing the voltage increase across the cap when I depress the button. However, when I do the < 1s push of the button to activate the magnet it does not turn on.
