We just released a guide that you may find interesting:

How Federal Agencies can Implement and Benefit from Transparency

It's based on the in-person discussions at an event hosted by the Office of Personnel management in February, and represents the combined efforts of seven academics, Maxine Teller, and myself.

It's available as a pdf, but also for kindle, ipad, and most other e-readers.
