Hi!

I have created the first checkin of the catalog source code now. It is
available at:

http://code.google.com/p/opengov-catalog/

Contrary to what I said earlier I decided to make it a complete Django
project tree instead of just the catalog part. Hopefully this makes it
easier for beginners to get it up and running quickly.

Template texts are still mostly in swedish. Maybe that is a next step.
Let's add issues in the tracker about work that needs to be done o
make it generic.

License is GPL2.
