What steps will reproduce the problem?
1.Register for Activity recognition in an android application.
2.Turn off and turn on "WiFi & mobile network location" under Location
settings in mobile device.
3.Check for activity recognition status.

What is the expected output?
Android application should get Activity recognition update from Google play
services.

What do you see instead?
Android application is not getting updates from google play services for
activity recognition. Activity recognition works only after restarting the
mobile device.

This issue happens only with the latest version Google play services. I
cross checked it by uninstalling the play services update. After that the
issue was not present in Google play service version 3.2. Looks like the
Play service update has introduced some issues.
