Block all traffic and allow specified ip and mac

I was using open vswitch with out controllers and recently started using flood light.With my current set up,default action is to drop for bridge and manually allowed each ip,mac.

Is it possible to change default policy to drop and then manually allow each ip mac to normal list with this.Also i couldn't find option to to use  tp_src= tp_dst= so that rather than allowing everything i can allow only particular port and reject everything else.
