Splitting out the spec

Folks on the oauth-extensions mailing list recommend pulling out the
requested rights (give me one image/jpg for read/write access) from
the authorized feed representation (Atom, etc.) and I think this is a
good idea. In addition there is outside interest in defining
requested rights which will help participation.

I will see what work needs to be done and kept everyone informed.
