How about the following idea -
Lets assume the spec is ready and it defines an API for a Virtual File
System through WebDAV, Atom or even some combination of them. I think
that it can be very important to prepare an open source set of
adapters for the existing storage systems including Amazon, Flickr,
Google Docs, Gmail(?), ... (what else?).
Each adapter would be a wrapper of a specific storage provider to the
OpenFile standard.
What do you think?

I think providing open source adapters until the providers have
adopted is a good strategy. Getting providers on-board now is better
though, so let's try to respectfully evangelize.
