Can I use OPENEVSE as onboard charger

Onboard of what...?

Since the EVSE is -designed- to be the off board side of the interface between mains supply and vehicle.. What would be the (new) replacement for the off board side?!

Grid -> EVSE -> charge port -> BMS -> batteries
Grid = off board 
EVSE = off board
Vehicle charge port = onboard 
BMS = onboard
Batteries = onboard

EVSE does not equal charger. An EVSE is a smart switch, if all test are okay then close the switch. That is it.

A switch can not be uses as a charger. A charger contains complex circuits for converting AC into DC power at a precise voltage and current and communicating with the BMS. EVSEs do none of these things.
