[ANN] Released OpenEngSB Root 31

The OpenEngSB team is pleased to announce the next release of the OpenEngSB Root Pom: Version 31

This release contains an important bug-fix to the configuration of the snapshot repositories. In addition all links to the setup of the OpenEngSB environment had been removed to make this parent easier reusable in other context. Finally the release process is changed back to be useful via "mvn release:prepare release:perform -DconnectionUrl=scm:git:file://PATH".
