[ANN] Released labs-delegation 0.1.0

The OpenEngSB team is pleased to announce the first release of the
labs-delegation library version 0.1.0.

The purpose of this library is to work around some downsides of using
DynamicImport-Package by providing an alternate way to dynamically
retrieve classes from other bundles at runtime.
