commercial licence

Hello I joined open desk as a maker two years ago but have yet to see a job come in for my local area.  I have a question regarding the designs and obtaining a commercial licence.

Where do you apply for a commercial licence and how does it work?

I simply want to look into offering the designs to make for my customers but I need to know to costs and implications involved
