Nick,There are potentially two sources for this kind of data.1) There is a CLASS column in the road centerline file available at http://www.opendataphilly.org/opendata/resource/39/street-centerlines/ This CLASS column contains values from 0 to 18 and can be matched to general speed regulations. However, this is not ideal.2) The GIS team at the Streets Dept has a table that lists specific speed limits for segments in the centerline map. Each segment is uniquely identified by the SEG ID field in the data set listed above. However, it does not include all segments in the City (I do not know the percentage covered). The GIS team gets it from the Traffic Engineering group at the Streets Dept. This data set is not released in OpenDataPhilly, but you could potentially make an open records request and likely receive it.Best,

We recently conducted an inventory of datasets in the Streets Department and released the listing at
www.phila.gov/data/inventory/ - questions like these are one of the main reasons we've been undergoing these efforts with departments. A quick glance pointed me to this "Speed Limits" dataset,
along with a contact email for it, though there may be others that are relevant to your project on there as well.
