The Police Dept has an "incidents" database (known as the "INCT" database) that includes a lot of police department activity, including many non-crime events. There has been a lot of public demand of crime incidents and the Police Dept has released both Part 1 and Part 2 crime data for multiple years. However, other data in the INCT database has not been released. My suggestion would to consider making an open data request for traffic violations. The INCT data is organized into numerical "series" and the traffic violations are in the 2800 series. I don't have a current database for the codes but a few years ago, they 2800 series included:
2801 - Traffic and Motor Vehicle Violations: Traffic Driving Violations (Arrest By Warrant)
2802 - Traffic and Motor Vehicle Violations: Traffic Driving Violations (Arrest By Sight)
2803 - Traffic and Motor Vehicle Violations: Traffic Parking Violations (Arrest By Warrant)
2804 - Traffic and Motor Vehicle Violations: Operating Motor Vehicle Without Consent of Owner
2805 - Traffic and Motor Vehicle Violations: Other Vehicle Code Offenses, not spec. (Misdemeanor)
2806 - Traffic and Motor Vehicle Violations: Turning Off Lights To Avoid Identity
2807 - Traffic and Motor Vehicle Violations: Operating Veh. After License Has Been Suspended/Revoked
2808 - Traffic and Motor Vehicle Violations: Operating Vehicle After Registration Has Been Suspended
2809 - Traffic and Motor Vehicle Violations: Failing To Stop After An Accident
2810 - Traffic and Motor Vehicle Violations: Failure To Identify After An Accident
2811 - Traffic and Motor Vehicle Violations: All Others
These codes are known as the "UCR code" or the "Phila. code" as Philadelphia has many more categories than the Uniform Crime Reporting(UCR) system does.
My guess is that you'd be looking at records with 2811 code, but I don't know if there is a way to get just the speeding tickets, but you could ask for it see what they provide. The database includes, date/time, the code, the address, and several other fields.
