OPA API Rate limit

I am getting below error while consuming the OPA API

{"success":false,"message":"Your rate limit for this endpoint has been exceeded, retry after 8 seconds"}

What is the rate limit for this API as I did not find in any document? How can i bypass this limit?

Hi Rohit, our APIs have rate limits set on them to prevent DoS attacks. They're made for transactional requests not bulk downloads. Have you looked at the bulk download available on open data philly?

Thanks for the replay. No i do not have any idea that this API support bulk upload as well. Can you point me to right doc? 

Also this is what I want to achieve

I have 500K properties which I want to update regular basis with latest information provided in OPA API.

Can you tell me what is the rate limit ?
when you say bulk download , you mean the big comma separated file ?

Thanks Tim . We already did one time data load with this csv but I want to update the information regularly using API. 

Could you please tell me the exact rate limit so I can try to adjust my API accordingly.

Where can I find this bulk download? I would like to download entire Tax Delinquency database as well as Property Data if available for entire city. Can you please point me to this data?
