OPA Parcel data set

I downloaded the OPA parcel data set assessed table.

for example It has a field called "basement"  and a value "D", is there any documentation suggesting what "D" means, as well as any other value code for all fields ..

The code information for the APA assessments table is described in a metadata web site. In the OpenDataPhilly catalog entry, look for "Properties (Metadata)" (6th entry from the top in the list of Resources) and click through, you'll get a link to the metadata page and it will have several pages of definitions for each field in the database.
