Legislative votes - API access?

Hi folks,

Perhaps someone has already tried to put these data together, but I'm trying to get records of all legislative votes (hopefully back to 2000 or so?) by the Philadelphia City Council – i.e. which council members voted in which way for each bill/ordinance.

I know that the Legistar system lets users search for bills here, but that system doesn't allow for any export of data in a user-friendly way (though correct me if I'm wrong, please!) While it appears that an API exists for this Legistar system (e.g. here), I can't access that (even read-only) without a key. Is there a way to request an API key from the city, much as NYC allows people to request one for access to their data from their parallel Legistar API?
