Support for metropolitan areas with multiple cities?

Would Open Data Catalog be usable for a metropolitan area made up of multiple cities or can it only be used with one city per instance of the software? I'm thinking of the Dallas / Fort Worth area which is made up of 13 counties, two very large cities, about a dozen medium sized cities and approximately 50 smaller cities.

While OpenDataPhilly (the prototype for ODC) was aimed at a single municipality, we included several regional data sources and there is nothing in the software that would place an a limit in terms of the number of cities.  You might need to make some modifications in order to help searchers filter based on individual cities.
