I ran across an interesting project the other day*. They're using OpenCV to extract tabular data from pdfs. I haven't had a change to get a copy up and running yet, but it looks pretty interesting (and they seem to have backing from ProPublica and Knight-Mozilla). Hopefully it'll work better than previous attempts...

Wow, the demos are pretty impressive.  This is one to watch as quite a bit of data is still locked up in PDFs.
