Urban vs. Rural Rows in Availability of Energy Sources, by District -2009 table

It appears that the "Availability of Energy Sources, by District -2009" table does not distinguish between Urban and Rural records. Instead, there are two different rows for each district that lists different values. It looks like one of the rows should be Urban, while the other should be Rural. Is this data available in a different format that may not have this problem? Or can the tool be fixed so that it references whether the record relates to Urban or Rural values?
