openCypher.jj File License Dual License Confusion

Hello,

I was wondering if someone here could help clarify the licensing restrictions highlighted in this issue: https://github.com/opencypher/front-end/issues/21

This file is currently licensed under GPL and Apache 2.0.  Is this intentional, as the rest of the project is Apache 2.0.
