Improvements to the CALL procedure CIP

Dear openCypher community,

Neo4j has uncovered some issues in the CALL procedure CIP and have created PR 484 to correct these issues (see the new version rendered here). Obviously we do not want to change the specification of openCypher without community agreement.

If you have any objections against these changes, please raise them as comments on the PR within the week. If you feel like you need more time for reviewing, just raise a comment to that effect either on the PR or as a reply to this email. If we have not heard anything before noon (CET) on Friday Mar 5, we will treat that as silent consensus and merge the PR.
