Proposal of new idea.

I am P Sai Bhaskar. I am trying to apply for GSOC 2020 but I have few queries regarding the submission. 

1. Can I submit a new proposal(New Idea) or should I use the idea which is already listed?

2. If the new Idea can be proposed is it mandotry that we must select a mentor?

2. no, it's the mentor who should selects you out of all the competitors, not vice versa
